The report references Article 1 of the Universal Declaration of Human Rights, which declares that “all human beings are born free and equal in dignity and rights” and that they are “endowed with reason and conscience.” . . . And goes on to observe: "People should be treated with dignity. Governments have an obligation to protect the security of the person and to respect human dignity."
Concerning people with disabilities: "Although we recognize that discrimination and access problems persist, which we are actively striving to address, the substantive equality of persons with disabilities in the United States has improved enormously in the past few decades."
